On October 14, 1947, the Los Angeles Board of Supervisors created Los Angeles Air Pollution Control District, the first regional air pollution control agency in the US. This cartoon comes from the primary resources of the smog police (aka APCD) compiled by authors of Smogtown: the Lung-Burning History of Pollution in Los Angeles.
